How Would I Underclock a Locked CPU?

I've been trying to play some games on my newly-built PC and I guess the CPU is overheating and it will restart my system. I simply need to underclock my CPU, I believe. But how would I do that if the manufacturer, Intel, locked the CPU? And if you're going to say "lower the FSB speed," please explain to me where that is. Thank you for reading this goodbye.

Here are my PC specs for all of those who are wondering:

CPU - Intel Core i5-4670k 3.4Ghz

GPU - AMD Sapphire 270X Vapor-x 2GB

OS - Windows 8.1 64-bit

RAM - Team Vulcan 8GB (2 x 4GB)

HDD - Seagate Barracuda 1TB

Motherboard - MSI Micro ATX H81M-P33

PSU - EVGA 80+ Bronze 600w

Case - Apex ATX Mid Tower Black

I'd try removing the CPU heatsink and thermal paste, re apply new paste and reinstall the heatsink and fan. Your issue could be it's not mounted properly or too much thermal paste was applied. If that fails, you should consider getting an aftermarket cooler.
