Slow boot because of GPU

Hi guys

I'm having a strange problem with my boot time and performance but only If I use computer after a long time while it was turned off.
The symptoms are:

PC starts and is idling for almost a minute while the display is off, after that, GPU's fans start to spin and display starts to BIOS post picture.BIOS post picture disappear like a transition effect in Power Point from top to bottom, at this point things are really slow, it takes some time for Windows to start.I noticed that gaming performance is very bad while Aero is lagging.
Everything is fixed if I restart the pc, no transition effect, no idle, no slow windows, no lag, no bad performance..

Any ideas?My only guess is the PSU,it's a Corsair VX450 (5 years old) and I think that it's not enough to power my PC through PCIe adapter when it starts.I didn't had problems with my old 60w TDP GPU.
Rest of my PC: I7 4770, 8GB RAM, R9 270X OC, a HDD, 3 LED fans.
