Low FPS drop on all games

Specs:
Amd FX-8350
212 hyper evo cooler
Sabertooth fx990 r2.0
gtx 780 ti
corsair rm 1000
8gb vengance ram

One day my computer was on just at the desk top and shut off due to a power outage. I reinstalled graphics drivers and rma'd my gpu and psu. Everything seems fine otherwise than gaming. I use to be above 60 fps in league of legends now i cant get about 20. Same thing with saints row 4 i had a solid 60 now cant get about 13. Any ideas anyone, and thank you for the help!

make sure to update directx , visual c++ , c , .net redist
make sure you have physx installed
make sure you have an 64 bit windows

I updated everything and still having the same problem

did you check the cooling

gpu never goes above 60 celcius anymore, and my cpu goes up to 40 celcius. Everything else is fine too

maybe you have made changes to your bios (maybe accidently).......... try resetting the same..........

perform a pi calculation test of the cpu with gpu attached and one with gpu detached

if the test results are about the same then its probably gpu or its drivers issue
