When I add or modify something I want it to be added to the backup.
When I delete something I want it to be deleted from the backup.
It would be preferable if the backup file didn't have a unique file type (like just an encryption process that the user could select or none and the files are the same as the original) but this is not so important I guess.

It depends on what exactly you want to 'backup'.

And this:
"When I delete something I want it to be deleted from the backup."

...goes against most concepts of 'backup'

You can try out "NTI Shadow" which automatically keeps multiple backup copies of all my data files.

It sounds like you are looking for something to do real-time file synchronization. Dsynchronize (midway down the page) gets pretty good reviews....
