Windows 8.1 data usage?

My in-laws live out in the middle of nowhere and have extremely limited internet options. Right now they are using a cell phone plan capped at 6GB per month as their only source of internet - it is hot-spotted into my mother-in-law's laptop. They track their usage very carefully through an app on their phones. Last month my mother-in-law got a new laptop with Win 8.1. When their monthly data plan regenerated a few days ago they noticed right away that after the first day they had burned through 800+ MB. Supposedly my mother-in-law did nothing on her computer that day except play solitaire.

When I set up her new laptop last month, I downloaded and installed all updates and drivers, and that did eat up a lot of data. So, does Win 8.1 update so frequently that it would eat 800 MB in one day? Also, does Win 8.1 have a Cloud option that might be uploading data? She does also have Norton installed, but Norton does not update at 800 MB per day.

Any ideas?

have them change windows connection setting to a metered setting

Otherwise you will see lots of network traffic that you would not want to go over a cell phone connection.
you can reduce network traffic by using a non network validated account on your machine. IE log into a locally validated account not a email name or cloud based account. That way, photos and documents will not be automatically backed/synced up to/from the cloud.

Thank you so much. That sounds like it might work. I will make these adjustments for them and see if that does the trick.
