high idle temp athlon 760k

New PC has a bios temp reading of 53°c. Have been trying to troubleshoot bit can't seem to solve the issue. I've added new paste and another fan. Still reading hot.

Athlon 760k
R9 270
MSI A78 E35 fm2
CX 430 watt
8gb ram ballistic
1tb western HDD
3 sys fans
DVD drive

Should I just break down and buy a new heatsink or anybody have ideas on my high cpu heat issue

ive checked over it and cleaned it and re applied , slightly less because b4 it looked like it kinda was a little too much , so i added less ( about the size of a grain of rice) and re sat the cooler. i was reading 54c with my heat sink on low rpms , i clicked something and set the heatsink to full rpms to see if it would cool. the temp dropped from 54c to 50c and didnt lower any more. i dont see why it would stop at 50 c if it was already dropping. so basically i cant get it to sit at low temp with ow rpms, and with high rpms i cant get it to go lower than 50c. the only place ive checked temp is through the bios.
