Will overclocking my GTX 970 bottleneck my I5-4690k?

So the game in question is FFXIV and I noticed whenever I overclock my gpu to 1500mhz and 8000mhz memory the load on the gpu is far less then my CPU, but when I set the gpu back to stock settings it levels out and it doesn't look like my CPU is bottlenecking anymore. Anyone know why this would happen?

I want to add that this only is the case when there's a huge crazy fight with a bunch of effects going on.

That's what I believe it shouldn't bottleneck it at all, but still should my CPU load be that high? Should i just leave the GPU to stock clocks? I'm not sure what to do to solve the issue.

The loads look fine whenever I'm not in a huge fight of 40-100 people casting spells, but no higher than 70% on CPU and around 35-40% on GPU. Whenever there's a lot of rendering CPU was near 100% and GPU 60%

My HD 7850 ran extremely smooth during these cases even it if it wasn't at 60fps. So its a bit fustratng

I suppose it's possible it's a bottleneck, but I still don't think there should be a bottleneck. For most games my 7870 doesn't bottleneck my 2nd gen i3. lol
I'm not sure what to say, hopefully you can get some more input from other users on this.
