New build restarting before bios splash screen

Hi. I'm working on a new build. Currently it is restarting before the bios splash screen now that everything has been hooked up.

However, it worked fine when we had things hooked up before: I had the CPU, memory, and graphics card installed, along with the fan, the power supply hooked up to the CPU, motherboard and graphics card. The fan was installed and plugged into the motherboard. We hooked up the monitor, and turned it on. The splash screen was there, and it said there was a CPU fan error. Sure enough it was plugged into the chassis fan slot.

At this point, I've removed all of the hard drives and the DVD drive. I've tried to return the build to the previous point. Any idea what I've messed up and good trouble shooting ideas?

Notes: The PS light on the motherboard is on. The RAM is from a previous computer that was fried, but it was the same memory as we had when it started in the middle of the build.
 
Solution
Try to remove everything what is not absolutely required to get into the BIOS. This includes hdd, gfx card, cables and so on. Leave only CPU fan, CPU power, MB power and monitor cable attached to the MB. And mous and keyboard of c. Try then to boot into BIOS. If this does not help I am getting low on ideas and can only suggest trying to test the build with the components from another working system - like replacing PSU - RAM - and so on...

Anyhow it is getting late here in Norway and I might have some idea for you after a good night sleep. In the meantime best of luck and good night =)

You should be able to get to the BIOS without the hdd installed. The computer is rebooting or is it just not starting? Have you tried starting it with only one RAM brick at a time? If the MB has the option you could try to start it without the gfx card in it as well just to eliminate that it is the gfx card. It would also help if you posted what system you are building.

The fans all start going, and occasionally I heard the hard drive spin up for just a second, then it all shuts down. Then after a moment, it does the same thing again. It will do this until I turn off the power supply. I've tried with 1 ram stick at a time (both of them), to no effect. I'm not sure what you mean by trying without the graphics card, but it was in when the bios screen came up halfway through the build.

The parts we have are:
ASUS H81MD Plus 1150 UATX
VGA Sapphire
EVGA PSU
Sandisk 128G SSD
Barracuda 1TB hard drive
Intel i3-4130
2 4GB DDR 3 memory sticks from the previous computer.

Just to eliminate the possibility of a faulty gfx card you could connect the monitor in the DVI-port of your MB. But it is as you say unlikely that the fault is there. D you know the type of RAM you are using? And if it is compatible with your MB? (Since it started midbuild as you said this is also unlikely, but in lack of better advice at the moment we could check that one out.) You could also try to flash the UEFI (BIOS). Normally by removing and reinstalling the onboard battery.

I have tried the battery to no avail. The RAM is a bit enigmatic and poorly marked. It says the size (4gb sticks) and fits in the DDR3 slot. There is a 1333 in some of the numbers that likely corresponds to the MHz.
