Win 7 64bit- 8GB RAM 4.1MB in reserve

So I have tried so many things and nothing seems to be working..

My mobo is GIGABYTE GA-970A-D3
it supports up to 32GB of ram

I'm using G. Skill f3-12800CL9D-8GBRL
so it's supported by my mobo and it's 2 X 4gb sticks set into slots 1 and 2 on the mobo

I've ram a memtest which came back clean.

I've updated my bios to the newest ver F12

In my advanced boot log i've tried checking and unchecking maximum memory allowed and neither worked.

In bios I don't have memory remapping so I don't think thats the issue.

to be clear - you see 8 GB in BIOS and only 3.9GB in Windows?

Download RAMMap from Microsoft Sysinternals and see what that says.

ok, so i ran the program and got this

Edit: if it's of note I ran a memtest before and even switched slots around with the two sticks and I just tried them one by one and with one of the sticks my comp wouldn't even boot after 2 min. Switched it with the other in the exact same slot and it boot in 10 sec. So although it passed the memtest is my second stick bad? Do i need to purchase another set? Also I tried my old set of 2 x 2GB sticks and they both work in that none of it is stored in reserve.
