Constant power saving mode

My Samsung laptop is constantly on power saving mode and so the CPU is at 0.87 GHz compared to the normal 2.5ghz. Also I can't get into the BIOS to disable the coolnquiet feature. This severely his performance making even web browsing difficult. Any suggestions?
