Advice on buying used gaming pc

Hello, lately i've been planning on building my first computer. getting all my parts in pc part picker, the budget came in around 950 with a monitor. I noticed someone selling their used gaming computer on craigslist for 850, with mostly better parts than what I picked. I was looking for advice on what to watch out for when buying a used system, and on if its advised. Here is that persons post:

I am selling my PC due to me getting ready to get out of the military and head to college. As much as I would LOVE to keep this gem, I simply won't have the time to game on it any longer. I've just upgraded my graphics card 2 months ago(listed below) and I've always kept it clean and maintained. There isn't a single game this beast can't handle. If interested I'll see if you want to test a game on it before purchasing if necessary. I'll also conduct a complete restore so you will have a clean slate to work with(Like it came out of the box). You can get great deals going used or refurbished - sometimes you can get burned....but that is true with new items as well. I purchased a 22" widescreen monitor in 2006 for $450. It was new in the box. I also purchased in 2003 a refurbished 19" LCD (first model DELL put out) for $100. Guess which one is still going? The $450 died after about 6 years....the Dell is still running - 11 years later.....
There are good parts there - ask to see if you can see a demo of the computer in action. Make sure the stuff works. The person may be willing to negotiate as well - maybe making an offer of $750 (don't go too low and insult him/her), and possibly meeting in the middle.

You can upgrade the CPU to the 3rd generation Intel i3/i5/i7 - and other upgrades can be done.

Ronin, thats some good advice. But, the whole reason I would buy it is to save money haha. I've set a budget for myself, which was originally 7-800 dollars but bumped up to 900 as I was picking parts that would last me. So buying it then having to upgrade the cpu on it would be counter-intuitive towards my budget. I'd really rather stay around the low low 900s, preferably mid-high 800s.

Thank you ronin, sorry I misunderstood. I went along with the other guy saying it was outdated and thought you meant I would have to upgrade the cpu now. I guess the guy is going out of state until mid-october though so, that gives me time to decide on building my own vs purchasing his used. His is definitely a better value compared to my PCpartpicker build.
