You can overclock on this board. And if you do, you'll want to get something better than the stock cooler. Also, I left room in the budget for an os, but didn't pick one out

Please don't make statements like that without factual evidence. The R9 270 cannot play BF4 on max. Max settings being 1080p on Ultra settings would take a 280x or more powerful GPU. BF4 is a very GPU dependent game. The 280x and 770 GTX are able to sustain 60+ FPS in multiplayer.

Here me out. My point is this, those numbers from Single player are going to be lower in multiplayer. It will happen. I've seen it in BF4, BF3 and BFBC2. You can even read the statement in HARDOCP link about the frames fluctuating. I've seen it on the 770 GTX I own and on many of my friends computers. If you own BF4, you know what I'm talking about. No one plays out in the fields where daisies grow. People play in the meat grinders. The 270x is capable of a High/Ultra mix.

in single or Multi. how much the difference in FPS in your opinion ?

With single player, pretty much it's scripted meaning variables and game dynamics don't change a lot. Multiplayer is completely opposite. 64 players could fit in a fraction of the whole map. From single player to multi, 15 frames. And in some of those reviews, those minimum FPS can get into the 30s.
