I tried two different cdroms so I'm almost positive its not CDROM , we are going to try a new windows disk when I get a hold of one but the one we have now works in my laptop so I'm completely stumped

it does sound like your windows disk is at fault. I would try another disk, or simply download one online and load it to a USB drive and boot it off there. let us know when you find out the problem. good luck!

UPDATE: Tried new windows disk and nothing , still havent tried booting from USB. Its just strange because i have never ran into this problem before and it not go away after doing the process of reformatting im sure its because this is mostly all brand new hardware but if the hardware wasnt compatible then wouldnt it just not turn on or i would get a bios beep, everything works properly and it runs quiet.....i just dont get it and does disk boot error mean no HDD is detected? or it means its detecting HDD but no OS? would it matter what sata ports im plugging the HDD into? i have tried between the two beside the IDE input and the two beside the F-panel, i tried my other 1.5tb HDD with windows 8 installed from my old fried rig and i thought maybe it was faulty so i bought a brand new 1tb HDD and got the same thing, im lost..
