Desktop download speed slow, Chromebook/Laptop download speed much faster...

I have a desktop computer that gets much, much slower download speed than other computers on my network. The desktop is getting 3-4Mbps while several notebooks sitting on the same desk are getting 50Mbps. Ive tried 3 routers, Ive tried 3 network adapters, all produce the same issue. The desktop will show the same upload speed at the notebooks, but the download is just much, much slower.

Ive tried booting into safe mode with networking, same thing. I dont know what else to try. Im expecting to hear "make sure the mobo drivers are up to date", they are. Or "try it wired", I cant, its too far from the router. And, for that matter, with a notebook sitting literally on the same desk its pulling down the speed its suppose to so distance isnt the issue.

What else could it possible be?

Adapter drivers are up to date. Ive tried 2 usb wireless adapters and 1 pci-e card Ive tried this on 2.4 and 5ghz bands. There is nothing running in background, Ive done this after a fresh boot. Havent tried wired connection as desktop is too far from the router. But as mentioned, other notebooks are getting full down speed from same location.
