What's more worth to do?

So I have 3 options and I also mainly wanna get more FPS in Arma 3...that's a side effect of what I want but I don't have to have.
Option 1: ASUS STRIX-GTX970 with EVGA 850W PSU
Option 2: i5 4670k with ASUS Z97M-PLUS LGA
Option 3: EVGA 850W PSU, GIGABYTE GA-990FXA-UD3, WD Blue 1TB, and Hyper EVO 212
My current set up is: AMD FX 8320, $40 mobo, 8GB Kingston Blu RAM, 1TB WD Blue, CX430W, and Radeon 7790.
I mainly want to get more fps in Arma 3...which most people says intel is better since Arma 3 only uses like 2 cores and is better with single threaded operations....so which is more worth?

The new graphics card will give the largest overall performance increase in most games. It should help ARMA a bit, overall the intel build with the 970 would be the best bet. But I would upgrade the graphics card now, the 7790 is an entry level card. (I went from a 7750 to a 760)

It won't help Arma. My friend has a GTX 770 with an AMD FX 8350 and he still gets 40fps or below while my friend with a GTX 750ti and I3 processor has 40-50fps

Sounds like you knew the answer before you posted.

A better GPU is a better overall upgrade, and will balance the system out quite nicely.

What's better for rendering videos though?

Both render videos fairly well, depending what you use the 8320s more cores could be better, or the stronger cores of the i5 could be better. The GPU has little impact on most renders.
