So currently I have:

    CPU: AMD FX-6300 3.5GHz 6-Core Processor
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler
    Motherboard: MSI 760GM-P23
Video Card: MSI GeForce GTX 760 2GB TWIN FROZR Video Card
    RAM: 8gb RipJaws

I'm looking to replace my current video card with a EVGA GeForce GTX 970 4GB ACX and my CPU with a AMD FX-9370 Vishera 8-Core 4.4GHz black edition or a AMD FX-8350 Vishera 8-Core 4.0GHz.

I'm just not sure if my current power supply will be able to handle it (650W)

What is the model of the PSU? If power is an issue, then you should upgrade to an FX-8350 or i5-4690k / z97 motherboard. Otherwise, the GPU is fine.

Why would the model of the PSU matter? Am I lacking the voltage or something?

Your board can't run a 9370.

Your choices for the 9370:

ASRock 990FX Extreme9
Asus Crosshair V Formula-Z
Asus M5A99FX PRO R2.0
Asus Sabertooth 990FX R2.0
Gigabyte GA-990FXA-UD3 R4.0
Gigabyte GA-990FXA-UD5
Gigabyte GA-990FXA-UD7
MSI 990FXA-GD80V2

Warning: This power draw of this CPU is almost twice that of the average CPU. Due to this, AMD recommends using at minimum a 1000W power supply. For cooling, AMD recommends using either either closed loop liquid cooling or full system liquid cooling.

In fact your board can't support a 8320 or 8350.

If you had a board that can handle it . it's a decent CPU.

I know if i had a board that could handle it it would work. But i was saying, what would happen to my motherboard or card if i used one.

Wouldn't last or work for very long , it would get too hot and fail.

So I just have to get a good cpu fan and i'd be okay. That's what other people in different forums were saying, because it runs pretty hot.
