Will these 2 970's run at full power with the fx 6300 @4.2 ~ 4.8GHZ???

If you're planning on running extremely high resolutions, sure. But I have an fx-8350 with a 970, and I'm running into some pretty rough CPU bottleneck on a lot of stuff (mostly that my frame rates are significantly lower than reviewed, especially at 1080p)

I would also worry about that board for trying to push an extreme overclock. It might be fine at 4.2, but 4.8 ghz on that board might not be feasible.

If you're trying to make a budget build, I think you should push for a better main platform. Maybe an i5 4690k with a midrange z97 board paired to a single 970. You'll get maxed out at 60fps on 1080p for sure, and you always have the option of SLI later, and you definitely won't be bottlenecking then.

I'm curious as to why you're not reusing parts from your current system for the upgrade...
