What would cause speakers to play static spurts every second while videos and other sound producing activities play?

I bought some speakers on ebay about a week ago and I started hearing a static spurt on them that happens every second or more. It makes it a big interruption when it comes to music and I know its not the speakers themselves due to i have tested headsets and they are receiving the same sound. I was curious if anyone could explain some troubleshooting or give their opinion of what would be the cause.

also i couldn't figure out where to post this so if it is in the wrong location someone please move it.

If you also experienced the same problem before using the newly-bought speakers, it could be the audio drivers or other drivers/software (open Task Manager, see if the CPU usage spikes at 100% when the problem occurs...

If you also experienced the same problem before using the newly-bought speakers, it could be the audio drivers or other drivers/software (open Task Manager, see if the CPU usage spikes at 100% when the problem occurs and identify the program which caused it); try to reinstall the audio drivers by using the latest drivers from the manufacturer's webpage.

It could also be some piece of hardware gone bad (HDD, PSU, GPU, overheating CPU, a low-quality UPS): when the audio glitches occurs, the rest of the system is working normally or the mouse cursor freezes?

If the problems occured only after the speaker change, maybe the output jack plug got damaged somehow; if your motherboard audio supports the rerouting feature, try to plug the speakers/headphones plug in other audio jack (MIC, LINE IN), a pop-up dialog appeares and asks you what kind of audio device you just plugged in.

I have tried new drivers for all displayed in the device manager. It still hasn't helped. I have noticed though I think the issue is on the realtek high definition audio choice in the playback list. It is the one that has the issue. Say i switch to my razer surround audio it doesn't do it.

If you use some digital connection between the headset and the PC (USB or optical), that means the jack plug from the motherboard is damaged. If the audio software cannot reroute the signal between the jack plugs, you could end up buying another audio card.

see I just tried the speakers in the front plug in and the same sound. so would that still be part of the motherboard issue? I don't have a audio card to test. none of my old pc's had one either just all onboard.

The front plug is physically connected to the rear plug, so basically you will have the same signal. Try to use the rear LINE IN plug to output the audio signal; if the problem persists, it is either a software problem (try reinstalling the audio card and eventually the audio/video codecs) or a hardware problem (the audio chip got damaged, or some PSU / HDD / GPU problems).

I replaced the gpu, its not the speakers themself, cpu usage maxed was 22-25%. Thought about buying a sound card i found with great reviews for $30

What maker/model is the audio card you wish to purchase? If it's a Creative, I'd say go for it, just don't forget to uninstall the onboard audio and disable it from BIOS before you install the new card.
