Best Graphics card for around $400?

Looking to finish my new build with a card around $400, any recommendations are appreciated. So far I had the Radeon R9 290 in mind.
Computer Specs:
ASUS Maxismus Vii
intel i7 4790
XFX Pro Series 850w
16gb Crucial Ballistix Tactical
16gb Crosair Vengeance

The evga super locked 970 is the fastest out of the factory card but people have questioned the quality of its PCB. MSI and gigabyte overclock really well but start out slower and asus is slower and compared to the rest isn't overclocking well and is getting hotter
