You need to change the USB to primary boot device in BIOS

Go into the BIOS see if it detects it. You have to select it as the bootdisk. But if it needs drivers unless you slipstream SATA drivers, it'll crash if AHCI is enabled in the BIOS

it is bootable. i checked it on my laptop which has windows 7 . could it be possible that xubuntu is not recognizing it due to different filesystem?

Umm shouldnt matter if you're doing a clean install. You should still get to the setup screen. But I maybe wrong. If this is the case, remove the hdd put it whatever Win7 is on and format the hdd then try again

Whatever you have installed on your netbook does not prevent it from booting over USB. There us a chance your netbook just cannot book over USB.

Get an external CD/DVD drive, and boot your Windows DVD from there.
