Should I upgrade my graphic card or get a entire new build?? (ATI Radeon HD5450 for a gtx 750 ti)

Is it actually worth getting this graphics card for my PC (http://www.amazon.co.uk/EVGA-1176MHz-1255MHz-5400MHz-Gr...), I do game and wish the play next gen games also. Would I get good performance from this? And would it decrease my PC life expectancy? Right now my PC cannot handle any games (low res and low setting).

Would it be wiser to buy a complete new build due to the fact my PC is 4-5 years old, and getting a new graphic card would just bottle neck my PC. I am short on money so I can't go all out on a new PC. It would like to spend up to £400-500. Can you guys give me some suggestions and some PC builds if you can (like replace some of my old PC parts or an entire new build).
