Here is the current build im thinking about getting

http://pcpartpicker.com/p/VDQXMp

Approximate Purchase Date: I can hold off til after winter

Budget Range: $2000 after shipping

System Usage from Most to Least Important: Gaming/Watching Movies, Livestreams

Are you buying a monitor: No

Parts to Upgrade: New rig build, so none

Do you need to buy OS: Yes

Preferred Website(s) for Parts: AMAZON

Parts Preferences: Intel CPU/Nvidia GPU

Overclocking: No, i have ZERO clue how to OC
SLI or Crossfire: No

Your Monitor Resolution: Currently using an AOC 2269W oc'd to 70 Hertz 1920x1080

Additional Comments: I would like to have a fairly silent PC if possible

And Most Importantly, Why Are You Upgrading: My current rig is an $800 budget PC with an AMD FX 6300 CPU, which is not that great despite being told that it was a fairly good budget cpu and my GPU is a Sapphire Radeon HD 7770, which is pretty decent.

Looks pretty exciting to me. Based on your description, I'd get a quieter CPU cooler like Noctua. Also, you don't need that high of a PSU for a single card as you wouldn't want to SLI, 650W would be plenty, why to look at 970 when your budget allows a 980! A SSD is the most imp thing which you've not included, it'd make everything faster with speedy boots and loading times, highly recommended. This is how it'd look like after the modifications:

$1.7k all bought from Amazon, except the OS.

Ive never used an SSD, so i never saw the need for one, if i got one, ide only use it for the OS nothing else, unles u can recommend other things to put on the SSD, and is the 980 really worth the extra money? how much of a performance increase is the 980 over the 970 for the price difference?

SSD is highly recommended, and with 250GB you can probably put the main apps and few games along with OS w/o worrying about space, I can put my whole C drive w/o worrying about space tbh.

Well, a single 980 would be 10-15% better than single 970, while costing 60% extra, not the best of the deal, but since you said a straight no to SLI, its worth the extra frames IMO.

Tbh, SLI 970 is totaly overkill for single FHD monitor, single 980 still would give 90+ FPS on maxed out settings.
