I am new here as well as in this field but after some research I sorted some parts for assembling my PC.

Budget:35000-38000 INR ( Monitor, keyboard etc not included)

Use:
ANSYS, Solid Edge, Creo 2 ( Modeling and analysis softwares)
average Gaming : NFS most wanted, IGI, DMC etc..
Not going to overclock CPU.

Parts:

Motherboard: GIGABYTE GA-B85M-D3H (5900Rs)
Processor: Intel i3-4130 (6700Rs)
RAM: Corsair Vengeance (2*4GB ) (6600Rs)
GPU: Asus Radeon R7250-1gd5 (1GB DDR5) (6400Rs)
SMPS: Corsair VS 550watt SMPS (3100Rs)
Storage: Seagate - ST1000DM003 (1TB) (3400Rs)
CABINET: Cooler Master CMP 250 (2900Rs)

I want to know that all the components are compatible?
and please suggest if any possible changes in this budget.

Which Graphics Card is best in Range of 5000 - 7000 Rs. ?

Yes they are all compatible get a 450 watt PSU you dont need a 550 watt of PSU which will save you some money. The card doesn't even require any PCIE connectors.

a very small change: https://www.backblaze.com/blog/what-hard-drive-should-i...
read this, it shows how often your HDD crash and get ruined.
you maybe just ignore this but, if you are reeeealy going to pick a part from the very best HDD maker.
maybe get another HDD, as this test show???????!!!??
but it dosent really matter

Yes you are right. But I thought its better to keep a high watt PSU for future upgrades.

there is no meaning of spending more money on a motherboard and especially when its a small budget pc good quality of motherboard are required for good amount of overclocking and except that motherboard plays no role in making pc or games run faster.

The board you have selected is perfectly fine for your system you dont need a top notch board for i3 stick with it and if you have some extra cash left then try to get the r7 260x for actual gaming performance improvement.
