I had this problem and found the solution so I share with the community.

Basically in BIOS when the "enable wake up from USB on S3/S4/S5 states) is enabled, the PC would wake up on all these sleep states.
Me, as most users, I would like to wake up the PC from S3/S4 state with the hit of a key or the mouse, but would also like that nothing (like a micro movement of the mouse) wakes up the PC when in S5 state.

To solve this, enable the setting in the BIOS for "ErP" setting.
Afterwards the PC would only wake up by USB device when in S3 and S4 states.

Open Device Manager, go to your usb device [like mouse or keyboard, or whatever the usb device is], right click and properties. Then go to power management tab and uncheck that checkbox.

Hi again,

Go to the Bios, then:
Settings / Advanced / Power management setup. Enable the setting for EuP 2013.

Save the BIOS and reboot. You will now see that when the PC enters sleep mode (states S3 or S4) it can wake up with USB device.
However when you turn off the PC (State S5) only the power button of your PC can turn it on.
