Sapphire amd r9 280x tri-x fps issue!!!

I am using an amd r9 280x tri-x oc edition graphics card, 8gb of ram, i3 3.2Ghz processor with all cores unparked, 1 Tb H.D.D. I tried playing bf4 with all these things at 1600*900 at high preset but still getting a mere 30-40 fps on an average and same 30-40 fps on an average even in the ultra and low presets respectively i.e. no change in fps even after bringing the graphics settings from ultra to low. Can someone please let me know that is it some hardware related issue or software related and yes please do suggest some fix for this.

buddy i am using catalyst version 14.4 and i guess it is the latest version.

saw this problem with multiplayer only haven't yet tried the singleplayer yet, temperatures nearing about 55-60 degrees, yes this is a problem with every games in my pc and i am using a Corsair CS750M 750 power supply

What other games?
What FPS you getting in them?

Can you check your CPU utilization when you game to see if it has high single core usage for example and lower GPU usage, you want your graphics card to run near 100% all the time if you turn Vsync off.
