DDR2 RAM won't work as a pair

Hi all, I've been putting together a budget FrankenPC from some old parts I was given (I'm poor) and I'm having trouble getting the RAM to play nice together. Can anyone help?

Build:
640W BeQuiet Power supply
Gigabyte GA-EP45-DS3R motherboard
Intel Core2Quad Q6600 @stock 2.4 GHz
Nvidia 8800 GT
60GB SanDisk SSD
4 x 2GB Mushkin Enhanced Silverline DDR2 RAM (PC2-6400) (5-5-5-18) (996760)

After a lot of initial problems, I am finally at the point where I can run the computer as long as there is only a single stick of RAM in use. My initial plan was to use all 4 sticks but I'd be happy if I could get just two of them to work.

The motherboard has 4 DDR2 RAM slots. Slots 2 and 4 (paired) cause errors even when just one of them is used. Maybe they're just dusty, maybe they're broken, who knows. Slot 1 and 3 work fine when used alone, but don't work together. I've tested the RAM sticks individually with Memtest86+ and in slot 1 or 3 they pass with no errors. As soon as two sticks are used together the program doesn't even start, it simply freezes on the blue screen below (sorry about the terrible image quality). Notice that the system correctly recognizes both sticks (4094MB). Memtest86+ still blinks, but no testing starts no matter how long I leave it running.

I upgraded the BIOS from F4 to F8 in the hopes that would solve the memory incompatibility, but it hasn't. The RAM voltage and timing is on Auto in the BIOS, and matches the recommended specs. Everything is standard, no OCing. I turned off Legacy USB Support.

Is this a lost cause? Thanks!

DDR2 can be finicky. If these modules are not on the approved list of memory for the motherboard (check the manual) yeah, they can be a pain in the rear. Try upping the voltage slightly in the BIOS, thats the old standby trick to get DDR2 modules to play together nicely. Sometimes though, certain modules, certain motherboards, they just wont work.
Could also be that the board is simply bad.
