Need help building a 850-900 CAD after tax gaming build

I'm building a relative of mine a computer and was wondering if I could get some suggestion about what I'm thinking. He'll be using it mainly for gaming and browsing.
The budget is $850-$900 CAD after tax. He's already got a keyboard/mouse, and a monitor. I've already got him an OS and he won't be needing a CD drive.
I was thinking an 1150 socket with some kind of i5 with the stock cooler, most likely not overclocked, a z97 chipset motherboard, and an r9 280x.
For the form factor I was thinking mini itx in a Cooler Master Elite 130 Mini ITX, although the form factor doesn't matter and can change. He doesn't seem to like the look of that case.
A 120 or 240GB SSD for OS and installing games, and a 1TB hard drive.
2x4GB ram at 1600 or 1866.
Cheap as possible without sacrificing gaming quality and reliability is the idea I'm going for here. Anything that can be improved without going over is welcome too of course.

I don't think you can get those components into that budget. But I will give it a try.

Will he need a monitor, operating system, mouse and keyboard?

Thanks for the response. This is all in canadian dollars right? I was wondering if getting a locked i5 would bottlenect anything, since he won't know much about overclocking.
