First off, i would like to say that my knowledge when it comes to computers is about average. so, with that out of the way...

i tried connecting 2 PCs with a LAN Cable to play games. not sure if that is possible, so my first question is, is it possible to connect 2 PCs and play games without routers/hubs but with LAN Cables ONLY?

next issue, i have watched a video with step by step instructions on how to connect 2 PCs with LAN Cable to transfer files. it worked fine with the first PC.

PC1
Network and Sharing Center >>
Change Adapter Setting >>
Local Area Network >>
Properties >>
IPv4 >>
then changed the IP Address to 192.168.1.20 and subnet to 255.255.255.0

but then
PC2
Network and Sharing Center >>
Change Adapter Setting >>
and i couldnt find the Local Area Network.

here's the 2nd PC ipconfig /all
when i removed the internet broadband

Effectively you can connect two PCs directly with only a crossover ethernet cable, without the need of any intermediary device like a switch or a router.

Regarding your 2nd pc, it seems like its ethernet adapter is not installed, maybe even disabled from BIOS if it's an integrated port, make sure it's enabled in BIOS and then proceed to install it's appropriate drivers. After that it should appear so you can configure it's IP.

i do not know how to check those so i looked them up. to enable the Ethernet Adapter in BIOS, it says it should be in Integrated Peripherals

On-Chip Primary PCI IDE [Enable]
On-Chip Secondary PCI IDE [Enable]
On-Chip SATA Mode [Auto]

these are *grayed* out and i can't change their setting, not sure if it is important
x PATA IDE Set to Disabled
SATA Port0/2 Set to Ch.0 Master/Slave
SATA Port1/3 Set to Ch.1 Master/Slave

these are normal again and can be changed
USB Controller [Enable]
USB 2.0 Controller [Enable]
USB Keyboard Support [Enable]
USB Mouse Support [Enable]
Legacy USB storage detect [Enabled]
Azalia Codec [Auto]
> SMART LAN [Press Enter]
Onboard Serial Port 1 [3F8/IRQ4]
Onboard Parallel Port 1 [378\IRQ7]
Parallel Port Mode [SPP]

i am unsure where my Ethernet Adapter is, but everything seems to be Enabled.

Check inside that SMART LAN option, what is showing up is not the Ethernet port aside from that one setting that you need to hit Enter to get to.

Go to the vendor support site for the second PC with the missing network card drivers and install the chipset, BIOS and ethernet card drivers.
