GTX 760 and Q9550 @ 3.6ghz PlanetSide 2 Help Low FPS

I recently put together a system, in hopes of gaming at 1080p with high or max settings.

Mobo: Intel DP45SG
Ram: 8gb 1333 ddr3 Hynix
Cpu: q9550 overclock @ 3.6ghz
Graphics: Nvidia Gtx 760
Power: Corsair cx750m
HD: WD 1TB HDD

So in most games this system runs flawlessly, however when playing PlanetSide 2 my framerates are horrid. I get 30 fps at spawn and drops to about 15-18 average when things get going. Lowering in game settings and resolution does not provide any benefit. I figured overclocking my cpu from the stock 2.83 to 3.6 would help, but sadly I couldnt even tell the difference. I did have to underclock my ram though so this may have taken away from that? Is my cpu really that big of a bottleneck? I just finished installing "important" Windows Updates as this was a fresh build, so maybe that will help to some effect? If anyone could help me out it would be greatly appreciated. Thanks!

Your CPU would be a HUGE bottleneck in that setup. It's almost a 7 year old processor and just can't keep up on some of the more poorly programmed games like PS2. From what I've heard from people that play it, you're in for a low framerate time without a solid set of components and that q9550 is far from solid.

Q9550 is still a tier 4 processor, so not that far behind. Should be a nice pairing with a GTX760.

May just be a poorly coded game. Give Nvidia's tweaking a try, might just be a graphics settings that your system doesn't like.

if the cpu is causing the bottleneck you will see the [cpu] sign next to the fps on the lower left corner.

PS2 is heavily CPU dependent and that is your bottleneck.

I just download a service pack or two from updates, a good 2gb at least. Maybe this will help, I also tried to configure the nvidia control panel so when these updates are done, I'll boot into game and see if it helped at all. Can anyone point out to me which settings in the nvidia control panel would be most useful for my application, and what they should be set too?
Also would unparking the cores help? I've seen a few threads where they do.

Unparking does make a big difference, prevents CPU cores from idling and shutting down. If you are running Windows 8.1 they will already be unparked.
