Lagging (MS/Ping) in all online games with 60 MB/s down, 5 MB/s up.

I have had terrible internet in my house for about 2 years now. I am an avid online gamer (League of Legends, Dota2, WoW, Destiny, and many more), and having a ping of 200-230 ms in every single game drives me crazy. I pay for ~60 MB/s download, which is about what I get on speedtest.net. Speedtest.net also shows that I get ~26 ms even when I am getting 200-230 in several different games. I have tried to resolve my high ping problem for quite some time now. I have probably spent around 24 hours dealing with customer service in the past couple months. I have even demanded that they send somebody to my house to figure out my problem about 3 times now. Each guy that comes will fiddle around the house looking at the cables, then go check the brand new top notch router and modem that I recently spent a fortune on, whip out their computer, pull up some website with numbers on it and then claim that they 'have found the problem'. We have reached out to one person who was very helpful and genuinely showed concern whom I recently contacted again. Each time they say the problem is something totally different than the previous guy and it always seems like a foreign language when they try to explain it to me. They change some settings around and then act like they fixed it.


This is the part that sucks for me.. whenever I reset my router and modem by unplugging them for a couple minutes then plug them back in, my problem is fixed for a very short period of time (20 minutes to 3 hours). So I can't prove to them that they haven't fixed the problem until my ping starts acting up again and they never stick around. I could be playing a game with great ping for two hours and then all of a sudden it freezes for about 5 seconds, and then when it un-freezes I will have a constant 200-230 ping until I reset the internet again. I have also noticed that my problem is much worse at night. It seems like TimeWarner is literally limiting my gaming bandwidth when they detect that I am using up a lot of bandwidth even though I have 60 MB/s download.

More Details:

-It is not my computer that is the issue. Happens on multiple computers, PS4, and other devices

-It is not the game servers (Happens on Riot Servers, Blizzard Servers, and many more)

-I am playing on a top notch computer that I built for gaming, my brother has the same problem on his computer as well

-I am directly connected to the router via ethernet (cannot connect to modem directly, not enough ports)

-TWC told me that my router was the problem so I bought a new router (didn't fix problem)

-TWC then told me that my modem was the problem, so I upgraded from 30 MB/s to 60 MB/s for 60 extra dollars a month (fixed problem temporarily)

-After I upgraded my modem/service my internet was PERFECT for about a month

-Now it is just like old times and I am having the same problems that I had before I upgraded my router/modem and service



Hopefully one of you good people out there will have some ideas on how to resolve this, because unfortunately TWC hasn't given me that service that I am paying for. I am not mean enough to yell at someone on the phone or in person but at some point, I am gonna have to put my foot down and switch internet providers if my problem doesn't get fixed. All responses are greatly appreciated and hopefully one of you can diagnose my internet with a problem.
