I play WOW. And with the new xpac coming out i need a graphics card upgrade that will work for it. I have an hp h8-1234 it has a radeon hd 7450 now.

GTX 750 Ti would be a good match for your CPU and would run on the 300W power supply. Would be a huge upgrade from what you currently have.

I read something about trouble with h8-1234 and the bios update and some gpus not compatible with the motherboards. And should stay with the radeon. i had the radeon hd 7950 in mind. Is there a way i can find out if that will work with my pc?

I would recommend the GTX 760 and Nvidia over ATI any day of the week. 760's are going to drop in price thanks to the 970's coming out.
