I need more FPS in games

I was wondering if upgrading my current GPU from a Radeon R7 200 series to an R9 290x would have a significant effect on my gameplay (FPS). I also am upgrading my 480w PSU to an 800w.
My Specs:
CPU - AMD FX 6350 6 core 3.9Ghz
GPU - Radeon R7 200
PSU - 480w
RAM - 8Gb
OS - Win7
Motherboard - Asus M5A78L-M/USB3
I also am using a 32" tv as a monitor, 60Hz.
I get around 40-60 fps on low - medium settings on Guild Wars 2 720p and would like to get a solid 60 atleast at medium and would like a boost to 1080p. Would this new GPU do this? or would anyone recommend upgrading another part.

Yes, that should be a relatively big increase in FPS.
There won't be any performance increases from upgrading anything else, you might need a bigger PSU though.

(double posting because I can't stay logged in when I try to edit my old post)

You'll need a new PSU though, your system will likely consume 524Ws with the new graphics card, so you want a 600W+ PSU.

Also, an NVidia GTX970 would be a cheaper and better graphics card, and you shouldn't need a new PSU, probably should though, only consuming 369 Watts.
