what is the best and most secure system optimizer software to fix things like registry errors windows glitches outdated drivers missing drivers?

The best thing you can do is reformat and install a fresh copy of Windows. Don't bother with performance optimization software.

Know your hardware and get the drivers directly from the vendors... the Driver Update tools are crap.

Do you know what caused the issues in the first place? Virus? Failing hdd, mobo, or ram? You can try ccleaner but whatever really caused it will just do it again if it wasn't dealt with.

Well, BE CAREFUL when downloading, installing, uninstalling sth from the web, coz:
1. some ad-based installation/ drive-by d/l could contain item you just do not want to use/ keep.
2. some express uninstall would delete some SHARED item during its configuration process.

As for security, I kindly recommend that you:
1). Perform a virus scan regularly under Safe Mode using an up-to-date security software. Here, I'd recommend avast to U.
2). Clean potentially unwanted programs (aka, PUPs). Check out "Uninstall a program" >> force remove any other unwanted/ unknown items in the list via an uninstall tool pro if Windows' uninstall utility does not help too much.
3) . To avoid foistware and malware infection, DO scan your download via the recommended avast or Virstotal from Google. Be cautious when you run ad-based installer like some freeware even downware.

Read real review, feedback before you put 3rd-party software to your puter; you had better first test such project on a test PC.
At this state, you can lessen potentially unnecessary changes/ modifications to your OS > you have less chances to encounter those registry-related problems.
