RDS not assigning user cals in server 2012R2

I have a server with:

Server 2012 R2 essentials
User Desktop Experience
Domain Controller
RD Licensing activated with 5 user cals
RD Session Host Installed
Collection Created

Self signed certificates are being used, all connections are on the LAN for now. These will be replaced with real ones for off premise remote desktop once this actually works.

Remote licensing diagnostics will not pass unless I use just the computer name or localhost configured using group policy. It will not work with the FQDN. It get the error that it cannot save licensing settings.

I have ensured it is running as an admin. The user is a domain admin and local admin.

I realize this is not best practice to have everything on one machine, but this is a budget system for a small office with 5 users. 2 Thin clients, 3 Workstations. They all need to use the server at the same time. Works fine with 2 at a time, but it will not assign licenses.

Is there any way to get this to work with all components on the same machine? Or is there any way to host just the licensing server in the cloud or a computer running Windows 7?

I almost have this entire office switched over, but this last step is getting in the way.
