High Latency at 10.x.x.x Subnet Hop

Hello,

Lately I've been having intermittent latency spikes and I can't figure out why. Pinging any outside server results in RTTs of anywhere from 50-300ms, but normally hovering around 200. This is high considering I'd been getting 50ms for the past couple weeks. Using traceroute, I seem to have narrowed it down to the second hop which is a 10.x.x.x. Unfortunately, I really don't know what to do with this information and what it means, so if someone could give me a hand that would be greatly appreciated.

Note: I have confirmed the problem on my phone as well, so it's not just my PC afaik.

Specs:
ASUS Crosshair IV mobo
PSU I can't remember but if it's really needed I'll open it up
TP-Link N900 Wireless Dual Band PCI-E Adaptor
Windows 7 x64
Updated network card driver
Linksys EA6500 NC Router
Thomson DCM476 Modem
ISP: Teksavvy, wireless.
Number of devices on network: >10, not sure because roommates and whatnot.

In a standard installation the first hop of a trace is between the device and the router in your house. The second hop is between your house and the ISP. If you have multiple routers then it hard to say.

This would also imply the ISP is not giving you a routable IP addresses and there is another NAT router in the path. This is bad but is not likely the cause of your problem unless their router is overloaded.

Errors in the second hop imply some form of issue with the connection between your house and the ISP. It really depends what type of media this is on. Things like cable tv splitters or poor wiring cause all kinds of issues. You would have to verify the wires internal to your house were not the cause and then call the ISP.

This can also be cause by too many people using the connection. You would want to plug directly into the router/modem and disable the wireless so you are the only machine and see if the problem goes away.
