Connect serial/USB to Win7?

I want to connect an 8-port serial/USB converter to a laptop using IOGear BT 4.0 dongles instead of a USB cable. I want to do the same with a PACTOR radio modem (DR-7800 FWIW).

First question: How do I pair the dongles? The laptop is "smart", of course, but the converter or modem isn't. If I pair the dongles by putting each one in a different lapop, does the pairing remain when I move one of the dongles to the converter?

Assuming I can get the pairing issue sorted out, the second, and bigger, question is: will there be a connection between the two devices (converter and laptop) that results in support for eight COM ports on the laptop? Put another way, once paired, do the two dongles act like the equivalent of a USB cable? In that case, Win7 assigns a COM port each of the eight serial/USB converter ports.

The same questions apply to the modem. It has some smarts but doesn't know about BT dongles.

ADDED: Strike the references to PACTOR modem. I opted to go with a BT module from the modem maker: SCS. The question about the serial/UBS converter remains.
