AMD FX8350 Not Running At 4Ghz?

My AMD FX8350 is not currently running at 4.0 Ghz... It is only running at a maximum of 2.81 Ghz according to task manager. Is this due to cooling or something else? Thanks!

It should run at 4ghz and downloading CPU-Z would tell you that. Also it just shows that because it doesn't need to push itself to 4Ghz.... Try running prime95 and see if it goes up to or near 4ghz and if it doesn't come back and I'll be glad to help.
