To which USB (I'm presuming USB...) ports are you connecting it? If the front panel, try those on the back of your PC instead
USB ports are either powered or un-powered and there's no way of telling the difference - except some items need the powered variety

Is the drive detected in the BIOS? Some basic troubleshooting you can do is to try connecting it with a different cable or to a different USB port( the ones on the back of the PC case tend to provide more power). If you can try it on another computer will be a good idea too.

Is it a new drive or you have been using it for some time? After you have tried in on a different computer, different cable and it is not recognized by BIOS, most probably it has some physical issues. If still in warranty you can RMA it.
