Is the Dell s2240L a good monitor?

Thinking of buying a Dell s2240L for my build. Is it a good monitor? I don't want to spend too much, maybe 8-9K max.

Things I find appealing:
1080p
21.5 inches(not too large)
IPS panel
1 HDMI port

Things I'm not sure about:
Color gamut
7 ms response time
LED display
0.265 mm pixel pitch
No DVI port(though I doubt that).

Things I don't like about this monitor
No HDMI cable provided(I doubt this too).

I didn't see any particular cons with this monitor, apart from no HDMI cable. But that I could buy from my local shop anytime, and I have a VGA cable already, so I'm not exactly stuck.

What are others' views on this monitor?

It's pretty much the in between of TN and IPS. It has good viewing angles and mediocre response time along with decent color reproduction. They used to be terribly flawed when it came to showing blacks but BenQ and NEC have taken the technology and ran with it for a while. They now have some pretty good VA-based monitors but I would still recommend IPS over VA.

Seems like a decent monitor although the 7ms response time is a bit on the slower side. I use a 5ms monitor and it's alright so you'll probably have no ghosting issues. You can go on Amazon and buy an HDMI cable really cheap btw
 
No need to look on amazon - I could get a HDMI cable from my local store for around INR 350($6).
What I need to know is that do the things that I'm not sure about have any issues?
My current monitor has 8ms of response time: it's an old Acer AL1916W that I'm running through VGA. I don't see any problems when I run old games at 60FPS on my GTX650(like old Most Wanted, NFS Hot Pursuit 2010 and the likes). Though if there is a big deal with the 7ms then I'll get a 5ms monitor.
I actually saw a 2ms BenQ monitor, but it's 11.4k and a VA panel(never heard of that one before).

Oh 7ms isn't bad. The actual response time that you'll actually get varies. 7ms represents the average response time.

The only issue you might have with that Dell monitor is the classic IPS bleed which in that case you can just return it. Dell IPS monitors are usually pretty good.
