Questions about voltage and overclocking

Hello!
I am new to overclocking the cpu, but I have read a lot of tutorials and articles about it. I managed to overclock my q9450 (2,66) to 3.00ghz. First I set the voltage to auto... but after I saw the cpu temp was getting too high (after running prime95), I decided to decrease the voltage to 1.2000v this under my stock voltage (1.2250v). I ran the prime95 (in 1 hour) test again and now my cpu temp is stable, and the max temp is 66c.

my question is now: How is it possible that I am running an overcloked prossessor under my stock voltage? Is it some sideeffects to have a so low voltage?

My other question is that my cpu is on 2250mhz when its on the deskop, and it is 3000mhz when I am running an application... is this normal, and has this something with voltage to do?

My specs:
Motherboard: Asus rampage formula
CPU: intel core 2 quad q9450 2.66ghz
RAM: (8GB ddr2)
GPU: Asus gtx 560 (overclocked to 950mhz)
PSU: Corsair RM1000 1000watts

You have a really good processor for overclocking, all seems relatively normal.
Typically, you need to increase voltage to get to a higher speed.
However, going faster will make more heat, so you need to put a better cooler on your processor.
the different speeds are also normal, Intel processors change their speed based on demand.

so I should leave my settings like they are now (1.2000v), or should I buy a better cooler and increase the voltage? it is stable when I run the prime95, but is it more advantages to increase the voltage? btw is 66c on max (under prime95 one hour) and 45-50c in idle much for an cpu?

The cpu change in speed is called speed step for core 2 processors. It's designed to save energy and lower heat output under low cpu load conditions.

the only side effect to lower voltage is less heat and longer cpu life, perfectly safe. Just be sure the overclock is stable, so not to corrupt OS files and such.
