As for reference, I want this build to consume less power but won't bottleneck my card [No overclocking please]. Can be upgraded, silent & cool at load. Don't worry about the case. What matters here is the cpu and mobo.

I'm going to ditch my old monitor for a newer one. But I had no idea what to choose. I want it to be low powered too :)

I run the BenQ XL 2411Z
its a great monitor
i feel its better than the famous Asus VG248 QE
comes with better color out of the box
and packs a few exclusive features like black equalizer and motion blur reduction
which the asus does not
the only thing the benq is missing is a displayport
which i feel is not really required
because even the latest nvidia 900 series sports a DVI
which means that DVI is not going out of use anytime soon

way too overprice :)  The only thing that matters for me is the cpu and mobo. My Choosen GPU is gtx 750 ti.
