RAM Voltage-Speed issue

hey guys,

I have 2 devices, a laptop and a tablet

the laptop has 8gb DDR3 1600Mhz RAM soldered to the mainboard and an empty socket for a second RAM module.
I bought a Corsair Vengeance 8GB 1.5V 1600 DDR3 module to turn my laptop into a 16GB 1600Mhz machine, but when I plug the Module, the speed falls to 1333Mhz.

I thought it was because the socket couldn't handle the 1600Mhz speed, but recently I purchased the tablet with a DDR3L 1.35V 4GB 1600Mhz Module, and swapped the modules to see if the tablet would handle the Vengeance at 1600Mhz.

Surprisingly, not only the tab recognized all the 8GB at 1600Mhz speed, but also the laptop recognized the 4GB Module at 1600Mhz (making me realize that it wasn't the socket's fault for the poor (1333Mhz) preformance).

Now I'm with a 12GB (8+4) laptop and a 8GB tablet, both running at 1600Mhz.

My question is: If I buy an 8GB DDR3L 1.35V 1600Mhz Module for the laptop, will it run at 1600Mhz?

I can't perform any change in the Bios, Samsung Locked that up

It depends on the specifications of your laptop ,its really hard to know as people don't really bother upgrading their laptops and there is precious little about upgrading laptops online.
