iPhone data - Apps documents and data

I have a 16gb iPhone 6, I regret not getting 64gb or 128gb as its filling up fast.
Can someone explain to me why when I look into my used data it says apps are using data for documents.

for example I use Snapseed for photo editting and when I go on it in the manage memory section it says that the app is 30mb and it is using 70mb for documents and data - but snapseed doesn't save anything in the app, photos are saved to the camera roll so why is it using 70mb of data on top of the 30mb that the app takes?

It could be just the space it creates when installed. Thumbails, reserved space. Best place to ask would be the support for the app.
