cpu or gpu problem

ok this is my rig

CPU:Intel G3258 overclocked at 4.3ghz for gaming
GPU:Sapphire R7265
4gig ram
520w psu

Now when i play games like far cry 3 and homefront i can see that some objects appear and disappear as i walk and some shadows also slow to come and go.But when I played crysis 2 I had nothing of this.I know the gpu is a good gpu so should not have a problem running games.And i get really good fps like 60 never drops under 40.So what cant be the problem.Is it just maybe the game?any ideas i would really appreciate.Also my resolution is 1366x768.All the drivers are up to date also. Don`t know if it just that i need to get use to better gaming performance cause my other pc gpu was a gt 430.I play on high or very high settings.Does the overclock help or does it hamper the gpu?Cause i see lot of times the far cry 3 cpu usage is only at 75% mustn't it be at 100%

As to CPU usage, no... you really want the CPU to NOT be working at or near 100% if possible. Because if it is and the GPU is less that that, it would mean you have a CPU bottleneck.

As to your in-game issues, it would appear the problem is game related. Are you using the latest driver (Catalyst) for the R7-265 (ver. 14-9)?
Unless they are Steam/Origin games that are automatically updated, be sure you have the latest updates/patches for the games too.
I would think that if it were a card problem, it would show up in all games.
