how do i set my background on what i want on the schoool computers

99% of school computers are locked down to prevent exactly this.
Too many tricks (screenshot of desktop as background and all icons moved off screen) or malicious things (nude pics of students, gay pron, and such) have been done in the past - so most schools lock the computers down to prevent this type of abuse.
Note: I'm not saying you would do the above, just that is the reason for it.

try going to paint, paste a picture, save it, then in file there might be a save as backround option.
