Current Ram Issue

Hello, I just finished up the major parts of my new gaming PC with a lot of help from you all of the community and all the old forum posts I've seen.

Anyways, I have 16gb of Corsair Vengence LP ram installed, but under "System Properties" as well as BIOS, it shows up as 8gb usable. In BIOS, it shows that there is memory in both slot 1 and 3 so it isn't a board issue.

Specs:
Mobo-m5a99fx Pro r2.0
AMD 8350 4.0ghz
Windows 7 Home Premium 64bit
INSTALLED RAM: 16gb Corsair Vengence (Tried both 1333 and 1866)
Usable Ram: 7.90gb

What's the model # of the DRAM? With an AMD rig, it might be a timings/voltage issue with the DRAM

It is the "CML16GX3M2A1866C10"

Try raising the CPU/NB voltage to 1.25

The voltage was already at 1.3 for it...
BIOS is current as well

Might try at 1600 9-9-9-27 1.55 DRAM voltage, may have a weak MC (memory controller)... have you tried the sticks in another rig to see if OK?

So, the only thing I changed was dropped the frequency down to 1333, and i THINK i flipped the slots? idk, i think i switched the slots lol. All I know is that in BIOS it shows up a 16gb and in system properties, it just shows up as 16gb, but doesnt say anything about a different amount being "usable"
