is a core i5 4590 with water cooling a good upgrade to my current rig? also should i get 8 gb ram at 900 frequency or 1600 frequency?

current rig:
*i3 2120 @ 3.3Ghz
*4gb ddr3 ram
*nvidia geforce gt 545

yes, that processor is about the same speed as the 3570k and my computer runs game perfect with that one, but you really should upgrade your ram to 8gb, and if possible upgrade your graphics card. if your on a budget then a 750 ti is a good choice. and also can you tell us what power supply you have? we need to know that if your planning an upgrade
What you really need is a total upgrade.

The i5 4590 is not overclockable so watercooling isn't necessary. Anything with k after the chip is overclockable (i5 4690k, for example). If you upgrade to this CPU, you'll need a new motherboard that supports the newest chipsets.

You'll need at least 8 Gb of DDR3 RAM at 1600.

Your video card will severely bottleneck your computer if you make these upgrades so your next step is getting a new video card. If you go this route, you'll likely need a new power supply (please post your power supply if you know what it is).

So your best bet is to save up and upgrade everything at once. Otherwise you'll be spending money and not receiving full benefit because of a bottleneck somewhere.

I was thinking about a gtx 760. Forgot that the non unlocked processors can't benefit from Intel turbo boost.
