Windows Vista (dell) laptop internet connection

I have owned my dell studio laptop since 2008 and have spent thousands of hours connecting to the internet both wireless and wired. About a year ago, the internal wifi card seems to have died, so I purchased a netgear usb wifi accessory, and things were fine. About 2 weeks ago, a couple of days after a netgear driver update, the usb wifi stopped working. I have sinced picked up a tp-link usb wifi accessory. the new usb wifi adapter shows that it has successfully connected with the router, but it never seems to receive an ip address. I have also tried to use the wired ethernet port without success. I suspect something more fundamental (tcp/ip?) but am unsure how to proceed.

The router/wifi work well with other computers. I have the same problem at home with another router - so it has to be the laptop and it doesn't appear to be the network adapter. Any ideas?
