Fresh Windows and CCC install - CCC does not show up

I just (temporarily) moved from Intel to AMD because my Intel CPU or Mainboard broke and I RMAed them both. I had an FX-8150 and an ASRock 990FX Extreme9 left and am currently using them with a 7970 (I have 4 in total).
I did a fresh install of Windows 7 after I had installed the new hardware (the old files got moved into the Windows.old folder). I then installed CCC (14.9 WHQL) and rebooted. I can run games, but I can not find CCC when I right click on the desktop or look for it elsewhere.
I tried to install CCC multiple times. Everytime the Microsoft Visual C++ Redistributable 2012 packages and the Display Driver get installed again.

OCZ Vertex 4 256GB
Seagate 2TB

I have already solved the issue by deinstalling the everything using AMD Cleanup Utility and installing the 13.7 RC CCC. I think that I had already done that before, but I can not really remember.

Now, if I boot up with a second graphic card installed I get the "amdkdag.sys" BSOD. I wonder if the graphic card I am using as a second graphic card broke together with the CPU or Mainboard. Or is it something else? I have the graphic cards in a watercooling loop and exchanging them is rather annoying, but I am planning to test another graphic card today.
