First you need to determine if your system does actually bottlenecking.
This can be done by running monitoring tools (MSI Afterburner) and seeing the numbers.

If your GPU speed goes around 50~60% and your CPU goes around 90~100% then there is a CPU bottleneck, which means that your CPU cannot cope up with your GPU.

If GPU is 50~80% and CPU is 50~80% then you have a good build.

If GPU is 80~100% and CPU is 50~60% then you will have GPU bottleneck.

If you don`t know how to use MSI Afterburner search it in youtube.

In that part you are wrong, a GPU running at 100 is not considered a bottleneck.

What CPU Cooler you have ? If you are having the Stock AMD Cooler,Go get the Cooler Master Hyper 212X or this Overclocking is Not Recommended

Try Overclocking it upto 4.5 Ghz and see the difference

Or alltogether you can get the FX 6300 and a Cooler Master Hyper 212X and OC on it.

Thank you

GPU at 100% is not considered as a bottleneck, then why?
If you have a i7 paired with R7 240, tell me why will be the GPU not considered as bottleneck?

It's not considered bottleneck because the GPU is the ''generator'', not like the CPU which is a 'cable' that allows 'energy' to pass in and out. A GPU at 100% just means that it is giving all it is made for.

WHOW, check your reference first. http://en.wikipedia.org/wiki/Bottleneck

Bottleneck is the part of the system which restrict the system to perform at its best.

It is not for "generators" and "cables" as you speak of.
